Rich was born and raised in NJ.  He joined the Navy on 3 March 1966 and spent the first 2-1/2 years of his enlistment at the Personnel Office at Service School Command, Great Lakes, IL.  While there he attained the rank of Yeoman 2nd Class.  He later attended U.S. Naval Justice School in Newport, RI.  In August 1968, he reported to the USS Waller (DD-466) in Norfolk, VA as Ship's Yeoman and sailed for Vietnam September 6, 1968.  The Waller's initial task was to service swift boats in Qui Nhon Harbor.  The ship then spent the next few months on the gun line off Phan Thiet, in support of the 101st Airborne.  In February and March 1969, the ship escorted USS Hornet, USS Intrepid and USS Ranger, returning to Norfolk in late April 1969.  After the Navy, Rich worked for a large company that built air pollution control equipment and cooling towers for power plants across the globe, eventually becoming the Manager of Procurement.  Rich is married to Harriet (nee Doremus).  They have 3 children and 9 grandchildren.  Rich has served as Surgeon, Jr. Vice Commander, Sr. Vice Commander and House Committee Chairman, and Commander.
